Update: His Eminence, Cardinal Tobin, will be staying in Rome awaiting the conclave. He asked the Most Rev. David M. O'Connell, CM, 10th Bishop of Trenton, and former president of The Catholic University of America, to be there in his place, and Bishop O'Connell has graciously accepted.
